Launching the command prompt as administrator.
Execute:
DISM / Online / Add-Package / PackagePath:
bcdedit / set (current) locale ru-RU
bcdboot / l ru-RU
Then, in the same command prompt, run the registry editor by running regedit.
Open section
HKEY_LOCAL_MACHINE \ SYSTEM \ CurrentControlSet \ Control \ MUI \ UILanguages
Remove en-US and restart the system.
